05/23/2008 Our Crisis in Education for ELL Students The number of U.S. students classified as English language learners (ELLs) has doubled over the past 25 years, and now accounts for more than 10 percent of total public school enrollment. Overall, ELLs are enrolling in American public schools at a rate seven times the national average for all students. Yet according to data from the National Assessment of Educational Progress (NAEP), only 4 percent of ELLs in the eighth grade are proficient in reading and only 6 percent in math. Seventy-one percent of ELLs scored below “basic” on the eighth grade NAEP reading and math tests.
